City approves continuance of property tax incentives
West Fargo City Commissioners went on record Monday night, unanimously approving an extension of the Payment in Lieu of Taxes (PILOT) programs for five West Fargo businesses as well as New Industry Exemptions, all for the year 2013.
All had met the necessary criteria for job creation and other areas for the continuance of a 100 percent property tax exemption. The businesses included: Infinity Windows, 1512 9th St. NE, Integrity Windows, 1320 9th St. NE, Midcontinent Communications, 50 22 St. E., Moore Engineering, 925 10th Ave. E. and Caterpillar Remanufactuing, 1262 W. Main Ave.
The commission also approved second and final reading of Ordinance No. 952 relating to location of licensed alcoholic beverage establishments, adding a portion of Blue Stem Drive on 32nd Avenue to the list.
The current ordinance states that liquor establishments must be within 300 feet of the right-of-way of predesignated city roadways where liquor licenses can be approved. In West Fargo.
These now include: Main Street, Sheyenne Street, 9th Street East and Northeast, 13th Avenue East and West, 12th Avenue Northeast and Northwest, 32nd Avenue East and West, 52nd Avenue East and West, Beaton Drive, 19th Avenue East and Veterans Boulevard.
The amendment includes adding Blue Stem Drive between 31st and 32nd Avenue East, where several food and beverage businesses have expressed an interest to locate. Since the area is located a block off of Veterans Blvd. it doesn’t fall into the 300 feet guideline, therefore the reason for adding the street to the ordinance.
There is no limit on liquor permits in West Fargo. Approving or denying requests is up to the action of the city commission after conducting background checks.
In other action, the commission:
-okayed second and final reading for rezoning from light commercial to planned unit development for Lot 4 and 5, Block 1 at the Preserve 3rd Addition to allow for an off-premise sign that would give businesses to the back signage visibility from Veterans Blvd.;
-approved second and final reading for Ordinance No. 948 for the rezoning of Lot 5, Block 3 of South Pond at the Preserve’s 6th Addition to agricultural to light commercial, a 40,396 square foot parcel, west of Veterans Blvd. and on the north side of 32nd Ave. E. A site plan for the area has been submitted to the city for office use;
-approved second and final reading and gave final plat approval to Ordinance No. 938 for the rezoning of Brooks Harbor 1st Addition, previously known as Timber Ridge, from agricultural to single family dwellings and one and two family dwellings;
-awarded the contract for Sewer, Water, Storm and Street Improvement District No. 1250, North Pond at the Preserve 3rd Addition, to Dakota Underground Company, Fargo, with their low bid of $269,900.20. The engineer’s estimate for the work was $261,000;
-awarded the contract for Sewer, Water, Storm and Street Improvement District No. 1247, South Pond at the Preserve 6th Addition, to Dakota Underground, Fargo, with their low bid of $826,010.90. The engineer’s estimate was $907,000.
The next regularly scheduled meeting of the West Fargo City Commission will take place Monday, April 1, at 5:30 p.m. in the Commission Chambers at West Fargo City Hall, 800 4th Ave. E. All meetings are open to the public.
