West Fargo City Commissioners approved second and final reading of a utility rate increase Monday night for garbage collection that will go into effect Dec. 1, 2012 but be noted on the billing residents and businesses receive on Jan. 1.
The increase will raise single family residential, multiple family and mobile home park unit properties $2, going from $11 to $13 per month; commercial establishments, factories, public entertainment places and other businesses from $2.65 to $3.15 per cubic yard collected each month, with a minimum monthly charge going from $11.60 to $13.60; as well as a rental charge increase for dumpster useage for the latter going from $4.50 to $5.30 per cubic yard per month.
The increase will result in an additional $200,000 in revenues that will help cover the salaries of three new sanitation employees that have been allocated for in the 2013 budget approved two weeks ago.
City residents have not seen a hike in their garbage rates for several years. West Fargo still remains one of the communities that places no limits on the amount of garbage set out.
The board also approved first reading of Ordinance No. 932 relating to when permits are required for street closings, in doing so broadening the scope of activities requiring permits all with the traffic safety in mind.
The old ordinance dealt mainly with parades.The new one will expand to include other community activities that continue to grow, i.e. fitness and motorcycle runs, Cruise Night, etc.
The ordinance also sets out policy and rules and includes an online form for event organizers to submit to be reviewed by affected city departments for their approval.
In other action, the Commission:
-approved various city portfolios for Commissioner Mark Wentz sworn in two weeks ago, that include Sanitation as primary and Sewer and Water as secondary, as well as Cass County Planning and Zoning and Urban Forestry.
-okayed four conditional use permits: for Craig Geron for an accessory building in the city's extraterritorial area in Mapleton Township about two miles south of I-94, on the east side of 38th Street on the north side of 40th Avenue West; for Robert Hayden for an accessory building in the city's extraterritorial area about two miles north of West Fargo, in the southeast corner of the intersection of Cass County 17 and Cass County 20; for Tory Nissen for an oversized accessory building; in Selberg's Fourth Addition on the southeast corner of the development of 4th St. NW and 30th NW; for Amanda Weise to establish a licensed childcare facility for up to 18 children in a home at 3743 Hidden Circle, east of Sheyenne Street on the east side of Hidden Circle. The property already has a triple garage and triple-stall driveway and a six-foot solid fenced yard. Condition of the approval included the children being dropped off specifically in the driveway;
-heard an update on the status of city well projects and a summary of well activities over the past several months. The topic will be discussed in further detail in the near future once other reports are complete.
The next regularly scheduled meeting of the West Fargo City Commission will take place Monday, Nov. 5, at 5:30 p.m. in the Commission Chambers at West Fargo City Hall. All meetings are open to the public.
