City approves memo of understanding
West Fargo City Commissioners approved a Memorandum of Understanding Monday night regarding construction of 12th Avenue North between 45th Street North and County Road 19 included in the 2012-2015 Metropolitan Transportation Improvement Plan (TIP). The project involves the partnership of the cities of West Fargo and Fargo and Cass County.
The almost $11.5 million project will be funded with 80 percent federal funds provided by the North Dakota Department of Transportation through the Surface Transportation Program, and the remaining through the Metropolitan TIP. The non-federal share, approximately $2.3 million, will be split between the project partners. West Fargo borders 40 percent of the corridor; and Fargo and Cass County each 30 percent.
Project construction, which is set to begin in May of 2015 and will take approximately a year to complete, will result in a three-lane concrete elevated urban section. The commission also approved the rezoning and first reading of North Pond at the Preserve 1st \Addition from agricultural to light commercial for retail commercial development that will include the location of a Costco Wholesale store. The property is located between Veteran's Boulevard and the Sheyenne River between 26th Ave. E. and Interstate 94.
In other action, the commission:
-favored a motion to support a sponsorship resolution for a Community Development Block Grant application to the State of North Dakota in the amount of $100,000 each from the regular fund and the governor's fund to assist with paving a portion of Third Avenue Northwest to serve the expanding Caterpillar plant. Total cost of the project is $397,000 and includes paving, installation of curb and gutter, street lighting and landscaping;
-approved a Renaissance Zone lease application from Neal's Industrial Painting, Inc. at 701 West Main Avenue;
-approved a change order request for clay and topsoil for work in the Shadow Creek development south of 32nd Avenue on the east side of the Sheyenne River;
-okayed first reading and the rezoning of Henning First Addition from agricultural to rural estate district. The purpose for subdividing the property was to adjust the property line to depict how the property had been used by the current owners. The Loberg family, owners to the north have agreed to split off .28 acres from their property and transfer it to the owner of the south property, the Hennings. The land was being utilized by the Hennings who originally believed it to be theres;
-confirmed special assessment lists as presented by the special assessment board for Street Improvement District No. 2208 and Water and Sewer Improvement Districts Number 1213, 1218,1220, 1221 and 1222; and amendments for Street Improvement District No. 2196 and Water and Sewer Improvement District No. 1207;
-approved a resolution determining insufficient protests for Street Improvement Districts 2213 (Third Avenue Northwest) and 2114 (Third Avenue Northwest Phase II0 can proceed.
The next regularly scheduled meeting of the West Fargo City Commission will take place Monday, Oct. 17, at 5:30 p.m. in the commission chamber at West Fargo City Hall, 800 4th Ave. E. All meetings are open to the public.
