City approves plat, annexation requests
West Fargo City Commissioners approved second reading and final plat approval Monday night to a rezoning request for West Fargo 2nd Addition from agricultural to heavy industrial. The action paves the way for a new business to locate on the site.
They also favored second reading for an annexation plat for the same approximate 5 acre parcel located in the city's extraterritorial limits along Ninth Street Northwest near the old Federal Beef place of operation.
The property is owned by longtime West Fargo businessman Wally Tintes. Northern Metal Recycling wants to operate a full scrap metal facility on about 3.5 acres at the site. The commission also approved a conditional use permit for the salvage company to locate on the property, subject to constructing a solid fence enclosing the business so that the materials on the property are not visible to motorists on Ninth Street or Twelfth Street Northwest. The conditional use permit was required in order to allow for recycling/salvage and stockpiling on the site.
Part of the plan calls for bringing rail accessibility onto the lot so some of the metal can be shipped.
City Planning Director Larry Weil said all the necessary criteria had been met for the facility. The board voted unanimously to support the action.
In other action, the commission:
-following a public hearing at which no one voiced protest, okayed first reading on a rezoning request for Oak Ridge Second Addition from agricultural to light commercial from Osgood Investments LLC for a 3.2 acre parcel. Developers want to plat and rezone the property located west of 6st St. E. and south of 32nd Ave. E. for retail space.
-favored second reading of Ordinance No. 922 relating to the penalty for driving without liability which updates the ordinance to match state law. The changes relate to being able to impound motor vehicle plates after a second or subsequent conviction until the driver provides proof of insurance and a $20 fee; and ordering a motorist driving without liability insurance who causes damage to another person or their property to pay the other person's amount of the deductible on their insurance.
-okayed final plat approval for a replat of Charleswood 28th Addition to accommodate office park development. The request made by Charleswood Inc., involves 5.69 acres located southwest of the Middle School site on East Beaton Drive and east of Titan Machinery. The action revamped five lots into four, creating one larger lot in the process.
-authorized action begin regarding bidding for a signal light at 23rd Avenue and Veterans Boulevard, the cost of which will be shared equally by Fargo and West Fargo.
The next regularly scheduled meeting of the West Fargo City Commission will take plac4e Monday, June 18, at 5:30 p.m. in the commission chambers at West Fargo City Hall, 800 4th Ave. E. All meetings are open to the public.
