Awarding of bids was the order of the evening Monday night as West Fargo City Commissioners agreed to accept low bids from contractors for a variety of projects.
Work for Street Improvement District No. 2218, involving the West Fargo High School Parking lot, was awarded to Adelman Concrete & Excavating, Inc. of West Fargo for their alternate bid of $1,525,790.70 which included paving with concrete instead of the originally proposed asphalt which resulted in a higher cost of $27,000 more. The engineer's estimate for the project was $2,050,000.
The low bid for Drain No. 45 Improvements from 7th to 12th Avenue East was awarded to Excavating Inc. of Fargo at $680,085.30, a little higher than the engineer's estimate of $670,000.
The review of the bid tab for Sewer, Water, Storm and Street Improvement District No. 1236 South Pond at the Preserve 4th Addition resulted in the contract being awarded to Dakota Underground Company, Fargo, for their two alternate bids of $1,345,399.10 and $1,477,435.60. It was agreed to award the contract along with authorization to proceed with city staff continuing their evaluation of the alternatives and offering a recommended option at the next commission meeting. Part of the discussion will also involve asphalt versus concrete and who might be willing to pay for what. The engineer's estimate for this project was $1,372,000.
In other action, the commission:
-approved moving forward with the issuance of $9,415,000 in Water and Sewer Refunding Bonds of 2012 with the bid yet to be determined but not to exceed 3.625 percent. Mike Manstrom of Dougherty & Company LLC said he felt the bid would come in closer to 3.2 percent which could result in a $650,000 savings for the city. The bonds would be paid off Nov. 1, 2012;
-approved first reading of Ordinance No. 917 relating to city sidewalks, driveways construction specifications and numbering of buildings.
-okayed first reading of Ordinance No. 911 relating to the Cass County Electric Cooperative, Inc., franchise with the city and first reading of Ordinance 912 relating to Xcel Energy's electric franchise with the city. City Attorney Brian Neugebauer said the ordinances are identical and now similar to Fargo's with the addition of a 2 percent of gross revenues franchise fee. The contracts are good for 20 years and the present ones will expire May 1, 2011. Neugebauer said he needed additional time to study changes that were presented to him by Xcel right before the meeting. He recommended the commission approve first reading and have further discussion before second reading is approved at their next meeting.
-favored second reading of Ordinance No. 915 pertaining to extraterritorial extension and zoning transaction;
-okayed second reading to consider amendments to Chapter 4-04 of the City Code)
Subdivision Regulations) and to Chapters 4-200 and 4-400 of the city code (zoning ordinances);
-approved second reading and final plat approval for Ordinance No. 914, rezoning of The Wild's second addition from agricultural to single family dwellings.
-okayed a conditional use permit for an oversized 2,800 square foot accessory building at 330 31stt Ave. N.W. for Dean Skaflen. The applicant is proposing to build a 70x40 foot detached garage.
The next regularly scheduled meeting of the West Fargo City Commission will take place Monday, May 7, at 5:30 p.m. in the Commission Chambers at West Fargo City Hall, 800 4th Ave. E. All meetings are open to the public.
