West Fargo 23-year-old charged with luring teen

A 23-year-old West Fargo man is accused of trying to arrange sex online with a person he thought was a 14-year-old girl.

Andrew Allen Juaire was charged Monday in Cass County District Court with luring a minor by computer, a Class B felony carrying a minimum one-year prison term and five years of probation if convicted.

A Fargo police detective, Nick Kjonaas, posing as a 14-year-girl, claims Juaire had agreed to meet the girl for sex on Sunday and had a condom on him when he came to the grocery store where they agreed to meet, according to a police report filed with the charges.

Kjonaas alleges Juaire told him after his arrest he "feels guilty," and that he admitted he had planned to have sex with the girl. He'd talked to who he thought was the girl three or four times previously, according to the police report.

Juaire made an initial court appearance Monday, and bail was set at $50,000.
