West Fargo police use Taser to subdue three people during traffic stop

WEST FARGO - Police here used a Taser to subdue three people who allegedly resisted arrest during a traffic stop for reckless driving Wednesday night.

According to a news release from Officer Travis Johnson:

Police tried to stop a vehicle for driving at high speeds through a residential neighborhood at about 7:57 p.m. in the 400 block of Seventh Avenue East.

The vehicle pulled behind an apartment building at 436 7th Ave. E. and its occupants jumped out. Police ordered them back into the vehicle, but a male occupant took off running. The other three occupants then got out of the vehicle and allegedly refused to comply with officers.

After backup officers arrived, they tried to take the three people into custody, but they allegedly resisted. Police stunned them with a Taser in order to gain compliance.

The driver, Adam Phelps, 27, was arrested on suspicion of reckless driving, driving under suspension, no insurance, hindering law enforcement, resisting arrest, open container and simple assault domestic violence. Lawrence Azure and Monika Peglow, both 28, were each arrested on suspicion of hindering and resisting arrest.

The fourth occupant of the vehicle, a male, wasn't located.
