West Fargo Commission hears details about Costco site

West Fargo City Commissioners got a first-hand account of what the new Costco Wholesale store will look like and where it will be situated on property located in the southwest quadrant of I-94 and Veterans Boulevard. Ted Johnson, President of Design Strategy Development and manager for the Midwest properties, was present at the Monday night commission meeting to review the site and building plans for the 18.2 acre parcel.

The plan shows an approximate 150,000 square foot building for the store with 755 parking spots and an ample amount of landscaping. The building will be set back to the west with a northeast orientation for access, and the truck receiving area will be located to the northwest side of the building and recessed facing north. There will also be a free standing fuel facility component on the east side of the property.

Johnson said the store will be identified with three signs on various sections of the building.

The West Fargo Costco Wholesale store marks the first of its kind in North Dakota, with the closest being the store in Maple Grove, Minn.

Johnson said the store operates with the goal of offering the highest quality products for the lowest possible price.

There are a total of 592 warehouses in 40 states and eight countries, with an overall employment count of 147,000-plus worldwide. Overall there, are 60 million cardholders with the renewal rate at 87 percent.

Johnson said that the turnover rate for Costco employees is very minimal, noting a substantial hourly starting rate for all its employees.

He said the West Fargo Costco will create about 200 new jobs to start with, half part time and half full time positions. Once the store is established another approximate 50 people will more than likely be needed.

As for a completion date, construction is expected to begin in May of 2012 with an expected opening date of October 2012.

In other action, the commission:

-okayed a resolution regarding the 2011 Metropolitan Bicycle and Pedestrian plan as presented by the Metropolitan Council of Governments. A plan needs to be created every five years with this one including a five-year and 20-year plan based off two common themes throughout the document - education and safety, with a look at adding more connections further west in the community;

-approved first reading of Ordinance No. 906 which amends several city ordinances to conform with state law as enacted by the last session of the North Dakota Legislature making the old language more specific;

-favored second and final reading and final plat approval subject to conditions for the rezoning of North Pond at the Preserve 1st Addition from Agricultural to Light Commercial, including widening the roadway to 118 feet versus 110 feet for the remaining roadway to accommodate the access point;

-approved an access request onto a collector roadway, 26th Avenue East for Lot 1, Block 1 of South Pond at the Preserve 2nd Addition, for a proposed bank facility;

-okayed final plat approval for Eagle Run 21st Addition as presented by Tuscany Villas LLC. The property is located north of 32nd Avenue and West of Sheyenne Street in Eagle Run. Developers want to subdivide the 8.87 acre parcel for the purpose of future financing and development;

-okayed final plat approval for Shadow Wood 6th Addition, a 15.34 parcel located north of the Sheyenne Ninth Grade Center, along the west side of Veterans Boulevard, south of 32nd Avenue and north along 36th Avenue East. Developers Shadow Ridge LLC want to subdivide the property for financing and development of multiple family.

The next regularly scheduled meeting of the West Fargo City Commission will take place Monday, Oct. 31, at 5:30 p.m. in the Commission Chambers at West Fargo City Hall, 800 4th Ave. E. All meetings are open to the public.
