Commission approves exemptions for 2012

West Fargo City Commissioners reviewed the extension of Payment in Lieu of Taxes (PILOT) and new industry exemptions for 2012 Monday night before taking action on respective requests to approve or disapprove as recommended after study by the West Fargo Economic Development Advisory Committee.

Mark Vaux, Director of Economic Development and Community Services for the city, presented the information to the commission.

Five businesses met all the requirements to continue with a 100 percent exemption for 2012: Infinity Windows, Integrity Windows, Mid Continent Communication, Sheyenne Crossing, and Caterpillar Remanufacturing.

Moore Engineering didn't have enough employees for year three, to qualify for 100 percent, but will for year four, with the recommendation they be returned to 100 percent in 2012.

DMI Industries, Inc., Project 2, didn't meet the requirements for the exemption to continue, causing the exemption to be removed for 2012.

The commission voted 5-0 to approve all the recommendations as outlined.

Approval was also given unanimously to a request to approve a renaissance zone project for Wayward Winds Transportation who will be leasing office space April 1 from Roddies II Storage LLC at 670 West Main, Suite 1A. Wayward Winds will qualify for a state income tax credit for leasing the space. The approval was contingent on receiving a Certificate of Good Standing from the State. The business, which is new to West Fargo, formerly operated out of the Flying J Travel Plaza.

A Renaissance Zone project was also okayed for Jemco located at 1805 E. Main, a sales and service operation involving electrical and mechanical areas. They are expanding adding a second 10,000 square foot building to their site, 7200 square foot on the main floor and 2800 square foot on the second floor at a total project cost of approximately $800,000.

In other action, the commission:

-awarded the contract for Sewer, Water, Storm and Street Improvement District No. 1234 to Dakota Underground Inc., Fargo, with their low bid of $2,383,080.70. The area of work is located by the Costco property on 23rd Avenue and 7th Street.

-approved second and final reading and final plat approval for a rezoning of South Pond at the Preserve 4th Addition from agricultural to single family dwellings and rezoning from single family dwellings to one and two family dwellings;

-agreed to proceed with creating the assessment district for Street Improvement District No. 2220 involving traffic signals at 23rd and 26th Avenues on Veterans Boulevard, but to review it for adjustments which may be considered for later action;

-following a public hearing at which no one voiced protest placed on first reading the rezoning of Wild's 2nd Addition from agricultural to R-1A single family dwellings, per a request by Westport Investments LLC. The approximate 60 acre parcel is located west of the Wild's First Addition which is west of Sheyenne Street and south of the Westport Beach development. Developers want to begin another phase of single family homes;

-heard that there will be an informational meeting presented by the North Dakota Department of Transportation for businesses on Tuesday, March 27, at 6 p.m., at the Public Works Department, 810 12th Ave. NW, to discuss the next phase of Main Avenue Reconstruction, from Fifth to 45th Street. Letters will be sent out to respective business owners with related information.

The next regularly scheduled meeting of the West Fargo City Commission will take place Monday, April 2, at 5:30 p.m. in the commission chambers at West Fargo City Hall, 800 4th Ave. E. All meetings are open to the public.
