“Having a highly respected general contractor like McGough keeps us on track to break ground this summer,” Scott Neal, president of R.D. Offutt’s real estate division, said in a news release.

Groundbreaking for the 18-story, $117 million project is planned for July or August.

“We’re incredibly excited to be working on this project and look forward to working with the Block 9 Partnership,” said Derek Hoeschen, general manager at McGough.

As general contractor, McGough will be responsible for the construction, and coordination of construction activities among project partners.

The Block 9 site is currently a 48,000-square-foot surface parking lot

on the north end of the 200 block at the corner of Broadway and Third Avenue North.

When completed, Block 9 will include the main national offices of R.D. Offutt Co., a destination hotel and restaurant, condos, shops, additional office space, a parking garage, and a green space.

“McGough’s knowledge of the project, innovative approach, and experience level made them stand out,” said Keith Leier, project manager for Kilbourne Group.

Recently, The Kilbourne Group sent letters to some area residents seeking investments in the hotel planned for the high-rise.

Besides private lenders, the city of Fargo is also a key player. City leaders agreed to issue $15 million in bonds to finance a parking ramp and public plaza adjacent to the building and have moved their deadlines five times, the latest being Aug. 15.
