West Fargo City Commission Meeting
Monday, March 4, 2019
Commission Chambers 5:30 PM

The West Fargo City Commission met on Monday, March 4, 2019 at 5:30 pm. Those present were Bernie Dardis, Eric Gjerdevig, Brad Olson, Mark Simmons, and Mike Thorstad. Commission President Bernie Dardis called the meeting to order.
The Pledge of Allegiance was recited.
Commissioner Olson moved and Commissioner Gjerdevig seconded to approve the amended order of agenda. No opposition. Motion carried.
Commissioner Olson moved and Commissioner Thorstad seconded to approve the minutes of the Monday, February 18, 2019 City Commission Meeting, with Commissioner Gjerdevig's amendment to Regular Agenda Item #2 to include that the cost of the improvements would be rolled over into the overall project cost. No opposition. Motion carried.
The Commission reviewed the Building Department Activity Report dated March 4, 2019 and Building Permits #029-043.
Commissioner Simmons moved and Commissioner Olson seconded to approve the following items from the Consent Agenda:
a. Bills
b. 2018 Annual Stormwater Report
c. Re-approval of West Fargo 7th Addition Final Plat
d. Games of Chance for the ND American Legion Foundation. Games to be Conducted: Raffle on 6/25/19 at the American Legion Department of ND Headquarters, 405 West Main Avenue, Suite 4a.
No opposition. Motion carried.
Director of Planning & Zoning Tim Solberg and City Attorney John Shockley appeared before the Commission for a 5:30pm Public Hearing and First Reading of Zoning Ordinance Amendment Sections 4-442 and 4-447, and First Reading of Ordinance No. 1137. The Public Hearing was opened. There was no Public Comment. The Public Hearing was closed. Commissioner Thorstad moved and Commissioner Olson seconded to put on First Reading. No opposition. Motion carried.
City Administrator Tina Fisk appeared before the Commission for a 5:30pm Public Hearing for the Hornbacher's Liquor License Application and Background. The Public Hearing was opened. There was no Public Comment. The Public Hearing was closed. After discussion, Commissioner Simmons moved and Commissioner Gjerdevig seconded to approve the liquor license contingent upon the completion of server training when there is an employee roster. No opposition. Motion carried.
Director of Planning & Zoning Tim Solberg appeared before the Commission for a Final Plat Approval of Strawberry Fields 3rd Addition. Commissioner Olson moved and Commissioner Thorstad seconded to approve the Final Plat. No opposition. Motion carried.
Director of Planning & Zoning Tim Solberg appeared before the Commission for a Final Plat Approval of Brooks Harbor 9th Addition. After discussion, Commissioner Simmons moved and Commissioner Olson seconded to approve the Final Plat with the six recommendations in the staff report. No opposition. Motion carried.
City Attorney John Shockley and City Engineer Dustin Scott appeared before the Commission to Review Amendment No. 1 for the Master Service Agreement with Moore Engineering. After discussion, no action was requested of the Commission; further changes and comments will be brought back to the Commission at the March 18th meeting.
Community Development Director Larry Weil, City of Fargo Transit Director Julie Bommelman, and City of Fargo Assistant Transit Director Matt Peterson appeared before the Commission to review the 2019 Mass Transit Contract. After discussion, Commissioner Simmons moved and Commissioner Gjerdevig seconded to table the item for further discussion until the March 18th meeting. No opposition. Motion carried.
City Administrator Tina Fisk appeared before the Commission and presented the following for the City Administrator's Report:
Thank you to Commissioner Dardis for going back and forth to Bismarck for the legislative session, and especially the Prairie Dog Bill
Public Works Director Chris Brungardt appeared before the Commission to give a snow removal cost presentation. No action was requested of the Commission.
There was no Correspondence.
Commissioner Simmons moved and Commissioner Olson seconded to adjourn. No opposition. Meeting adjourned.
