‘A tragic betrayal’: As former West Fargo teacher faces sex crime charges, her husband, a pastor, is on leave
FARGO – The husband of a former West Fargo middle school teacher, accused of sending illicit photos and videos to two male students and having sex with one of them, is currently on administrative leave from his job as a pastor.
The teacher, 37-year-old Shannon Moser, was charged with two counts of using a minor in a sexual performance, Class A felonies, and one count of sexual assault, a Class C felony, in Cass County District Court on Friday, July 20.
River City Church, where her husband Brett Moser was a pastor, released a statement on its website regarding the case on Monday, July 23, the same day Shannon Moser was booked into the Cass County Jail.
“It is with great grief that we make this statement to our community, the media, and our church family,” church officials wrote. “The charges filed against Shannon Moser are serious and deeply disturbing. The acts outlined in the charges are a tragic betrayal of the character of a disciple of Jesus Christ. We do not know what will happen next in regards to the legal timeline. We do know that this is a devastating reality for the victims and their families, for the Moser family, for this community that we love, and for the people of River City Church.”

According to the statement, the church elders met with both Shannon and Brett on Friday, July 13, and at that time, “It was agreed that Brett would be on administrative leave, effective immediately.”
“As a religious organization, River City Church does not have the investigative tools available to law enforcement agencies,” the church said. “Nor can River City Church substitute for the courts in adjudicating legal claims. We have faith in the judicial system to determine the truth of these charges and the severity of the consequences.”
Shannon Moser made her first court appearance on Tuesday, July 24, by video conferencing from the Cass County Jail. Bail was set at $30,000.
After receiving an anonymous tip in June, West Fargo police began investigating claims that Moser was sharing nude Snapchats with a 16-year-old student, according to court documents.
The student said Moser then asked him to meet and the two met in Rendezvous Park in West Fargo and drove west of town where they had sex along a gravel road, court documents stated.
A second student, who’s now 15 years old, told police in July that Moser had shared illicit photos and videos with him over Snapchat for about a year. Some of the videos showed her having sex with her husband, court documents stated.
River City Church has two Fargo locations, 323 Main Ave. and 5258 51st Ave. S. It is part of Acts 29, a church-planting network that describes itself as both evangelical and reformed. River City also has a loose connection with the North American Baptist Conference, although they are not a ratified congregation in that denomination.
