Fargo man accused of forcing children to have sex

Sampson Tarr

FARGO — Authorities here are charging a man for allegedly forcing minors to engage in sex acts.

Sampson Zehyee Tarr, 46, of Fargo is charged with two Class AA felony counts of gross sexual imposition and one Class C felony count of child neglect, according to documents filed Wednesday, Jan. 9, in Cass County District Court.

Between January 2016 and February 2018, Tarr caused three children, all under 12 years of age, to engage in sex acts, court documents said.

The child neglect charge stems from allegations that Tarr showed pornographic videos to the victims, court documents said.

One of the victims told authorities Tarr made them watch pornographic videos and then play "the game," which the victim said involved sex with one of the other victims, court documents stated.

Court documents say Tarr threatened to discipline the children if they did not do as they were told.

Tarr was not in custody at the Cass County Jail as of Thursday afternoon. Court records did not list an attorney for him.
