Police responded to a report of an adult male grabbing an 11-year-old boy at 3:30 p.m. Tuesday near 13th Avenue South and Ninth Street East.

According to a news release:

The boy and a friend had approached the man, who appeared to be having problems with a bicycle.

The man grabbed one of the boys, but the boy was able to break free and contact the police.

Officers dispatched to the area saw a man who matched the description.

The man, identified as Talib Rasoul, 31, of West Fargo, struggled with officers and was arrested on suspicion of resisting arrest and assault on a police officer, the news release said. He is being held at the Cass County Jail.

The investigation continues into the alleged contact with the boy.
